During the 1950s, when the newly established state of Israel had to develop its foreign policy, the case of West Germany presented a particular difficulty. Israel’s leadership and diplomats were faced with the challenge of negotiating between the need to cultivate foreign relations and the raw memory of the Holocaust and its traumatic legacy.
